Strategy and Finances

The ARTF allocates the resources coming in from donors to the Government of Afghanistan through two different windows:

• The Recurrent Cost Window which supports the Government’s civilian operating budget, financing salaries and operations and maintenance costs.

• The Investment Window which finances select Government National Priority Programs.

The ARTF Financing Strategy outlines how ARTF resources will be allocated for investment financing and recurrent cost expenditure, including the Incentive Program and the O&M Facility.
