Project Objective:

The Development Objective of this project was to build GoA (Government of Afghanistan) capacity to progressively undertake strategic basin planning and to improve project preparation for water resources development.

Program Summary

The project was designed in two phases, each phase to last two years. Phase 1 was to address the immediate need for initiating a core process of strategic multi-sector water resources development planning. Phase 2 was conceived to primarily finance the preparatory studies for the priority investments identified under Phase 1. The ARTF grant, as described in the components below, was approved for Phase 1.

PROJECT COMPONENTS

  • Capacity Building for Multi-Sectoral River Basin Planning:  This component was targeted primarily at the WRPU, but included provision for SCWAM and proposed river basin agencies. The component consisted of three major activities: a) Knowledge base development and planning analysis b) Technical support, c) Human resources Development
  • Preparation of Water Resources Development Investments: This component was targeted at PPU. The following were the major activities for this component: a)Basin level scoping (reconnaissance-level) studies b) Project preparation studies c) Technical support d) Human Resources Development
  • Technical and Implementation Support:  The primary activity under this component was the Technical and Implementation Support Consultancy (TISC). The TISC was expected to a) build capacity of WRPU and PPU using suitably qualified consultants, b) provide technical supervision of WRPU and PPU, and c) provide project management support, including procurement, financial management and monitoring.

PROJECT RESULTS

  • 13 Water Resources Planning Units (WRPU) and Project Preparation Units (PPU) staffed with adequately trained staff and consultants;
  • 4.9 Knowledge base and analytical tools developed for Kabul and other targeted basins;
  • 2 Investment priorities in Kabul and other targeted basins identified;
  • 2 preparation studies completed for priority investment options (at least to pre-feasibility levels);
  • 11 staff trained on key water resources issues (including integrated water resources management, trans boundary water management).
