Public Sector Capacity/Governance
The importance of institution building to the long-term sustainable development of Afghanistan is immense. The ARTF is providing support for critical areas for key institutions that will, ultimately, provide legitimacy to the State at both central and local levels. The ARTF in particular focuses on the civil service in key development ministries. The rules for civil service have been created and modest capacity has been injected through prior programs. The next phase will focus on deepening of capacity and creation of platforms for larger scale interventions that can be sustained over a longer time frame. The ARTF is supporting a second phase of the successful Public Financial Management Reform Project (PFMRP II). The goal of this 3-year project is to continue to build robust public financial management in central control agencies (Ministry of Finance, Control and Audit Office) and extend support to executing agencies both in Kabul and provinces. The ARTF is also providing financing for the justice sector through the Justice Service Delivery Project II and the new Capacity Building for Results focusing on a comprehensive, incentive-based approach to capacity building of the public sector. The ARTF thereby supports a strategic approach of working within, rather than outside government systems. This is the only way to build capacity within Government.
