External review and validation is an important part of the accountability framework of the ARTF. This takes two different tracks:
- First, the ARTF has additional controls in place in the form of a Monitoring Agent for the Recurrent Cost Window and a Supervisory Agent for the Investment Window.
- The ARTF Monitoring Agent (accounting firm) monitors the entire civilian operating budget for eligibility to ensure funds are used in accordance with government rules and guidelines and the legal agreement between the World Bank and the Government of Afghanistan.
- The ARTF Supervisory Agent uses smart phones, satellite imagery and innovative technology to carry out asset verification, quality assurance, and data mapping of national infrastructure projects (NSP, rural roads, education and irrigation).
- Second, external reviews and evaluations are regularly carried out to assess issues of strategic importance.
